CGTMSE Loan for Garment & Textile Units in Bhiwandi

Micro and small garment and textile units across Bhiwandi — power-loom weaving, stitching, made-ups — can raise up to ₹10 crore of collateral-free credit under CGTMSE. Manufacturing enterprises sit squarely within the scheme, and the ceiling took effect on 01-Apr-2025 under Circular 250/2024-25 . The guarantee removes the property requirement, not the appraisal — the bank still reads the file.

What Credit Does a Textile Unit Actually Need?

A textile unit needs two distinct forms of money.

Capital Assets & Term Finance

Capital assets like looms, stitching lines and fabric processing machinery require long-term funding. These machines generate income across their working life. Funding them from daily cash flow or short-term credit strains the business.

A dedicated term structure matches repayment to the asset's useful life and keeps daily operations intact.

Working Capital

Working capital serves a different purpose. Raw material like yarn or grey fabric is purchased months before peak demand. Processing happens immediately, but realisation arrives long after the finished goods leave the floor.

The credit limit must carry the unit through this full arc. If the line is sized only to routine monthly sales, it runs dry right when production needs to peak.

Modernisation Finance

Upgrading older shuttle looms or installing balancing equipment presents another challenge. This step is too large to fund out of regular cash flow, yet too small for a fresh project loan.

A separate term facility designed for modernisation bridges that gap. It lets the unit upgrade its output without draining the working capital line meant for yarn and labour.

Why Textile Credit Files Often Read Weak

01

Job-Work Weaving Units

Job-work weaving units often appear small on paper. They bill conversion charges on yarn owned by the trader, so total turnover reflects only the service fee, not the material value.

When a file treats this income as standard trade turnover, the scale of the operation gets misjudged. The real capacity and throughput of the unit stay hidden behind a low top-line figure.

02

Seasonality

Seasonality creates another gap in presentation. A loom shed operating on seasonal orders shows wide variations in monthly revenue.

If a file gets evaluated on flat twelve-month averages, the unit looks financially stressed precisely when it is buying raw material for the upcoming cycle.

Presenting the same numbers mapped to peak and off-peak production cycles shows the true health of the business.

03

Single Trader Relationship

Running machines for a single trader or merchant is common across Bhiwandi. Without context, the file reads as high client concentration.

With the right presentation, that same setup demonstrates a strong, long-standing commercial relationship backed by a clean track record of timely payments.

04

Cash Sales Outside the Bank

Cash sales that bypass the primary bank account present the hardest hurdle. Unbanked turnover reduces the visible capacity of a running factory.

Paperwork alone cannot rebuild that missing history. The solution relies on building clear account conduct going forward, ensuring every trade cycle flows through the official channel.

None of these issues are solved by changing the borrowing structure — they are fixed in how the file is presented.

Does Your Unit Still Count as an MSE?

CGTMSE covers micro and small enterprises. A medium enterprise is outside the scheme, with no partial cover. Classification is tested on both investment in plant and machinery and annual turnover, under the revised classification notified through S.O. 1364(E), and a unit has to stay within the small-enterprise limits on both.

Important for Textile Units

Two points matter in this trade. On a job-work structure, your turnover is your conversion billing — not the value of the trader's yarn moving through your shed, which plays no part in the test.

Investment in looms and stitching lines is modest next to a processing plant's, so a weaving or garment unit can grow output considerably while staying within the small-enterprise limits.

Many units in this belt remain eligible long after they assume they have outgrown the scheme.

How Much, and What Does It Cost?

The ceiling is ₹10 crore per eligible borrower, effective 01-Apr-2025. Standard guarantee cover is 75% of the facility, with higher cover for certain notified categories — the full band table sits on our CGTMSE Scheme Rules, Cover Bands and Fees Guide .

Two points are worth stating plainly. The guarantee protects the lending bank, not the borrower: the unit repays the facility in full, and the cover stands behind the bank only in default. And ₹10 crore is a ceiling, not an entitlement — the sanctioned amount follows turnover, financials and banking conduct as the bank assesses them.

Annual Guarantee Fee

The borrower pays an Annual Guarantee Fee of 0.37% to 1.20% per annum by credit slab, excluding GST, charged on the guaranteed amount in the first year and on the outstanding thereafter, per Circular 251/2024-25, effective 01-Apr-2025.

What Does a Bank Look at in a Textile File?

Five things carry most of the weight in how the file reads:

  • Turnover Routed Through the Business Account Sales and conversion billing appearing as credits in the primary account. Turnover that never routes through the bank is the commonest reason a working unit reads weak.
  • GST and Income Tax Filings Reconciling Returns and financials telling one story, with margins consistent across both.
  • The Principal Relationship Where the unit runs on job-work, the tenure, billing history and payment record with the trader — the context that turns concentration into a track record.
  • Stock and the Conversion Cycle Yarn, grey fabric and finished goods valued to the real cycle, with the job-work position explained rather than left to be inferred.
  • Operations Lawfully Run The unit's statutory position in order and current.

Regulatory Position

On that last point, a textile unit's statutory home depends on its scale and process.

Where a manufacturing process runs with the statutory worker thresholds, the premises operate under a factory licence from the Directorate of Industrial Safety and Health; smaller stitching establishments are registered under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017.

Where the unit runs processing — dyeing, printing or bleaching — Consent to Establish and Consent to Operate from the Maharashtra Pollution Control Board apply before setup and before production, including trial production; those consents attach to the processing activity, not to weaving or stitching as such.

BHIWANDI · THANE

Bhiwandi: The Belt and the Estates

Bhiwandi sits in Thane district, and power-loom textiles are its older industrial base — loom sheds, stitching units and made-ups manufacturers working alongside the traders who feed them yarn and lift their fabric.

Two MIDC estates sit alongside the belt — the Kalyan-Bhiwandi Industrial Area and the Addl. Kalyan-Bhiwandi Industrial Area — while much of the trade operates from premises outside those estate boundaries.

For a credit file the location changes nothing in principle: the lease, the establishment's registrations and the billing all have to tell the same story wherever the shed stands.

How Credit Core Finance Works the File

We sit between your tax consultant and the bank's credit desk. Your consultant closes the books; the credit desk assesses the risk.

The work in between — presenting conversion billing for what it is, mapping the season instead of averaging it away, and putting the principal relationship on the record — is where a Bhiwandi textile proposal is usually won or lost.

How We Work

Files are placed across a panel of more than 90+ lenders spanning Nationalized, private and MNC channels, matched to where the policy actually fits a manufacturing profile.

Where a unit is already carrying costly loom or machinery loans from several lenders, the better answer is often consolidation rather than one more facility — see Loan Takeover and Balance Transfer in Mumbai .

Frequently Asked Questions

Can a power-loom or job-work weaving unit get a CGTMSE loan?

Yes. A weaving or garment unit qualifies as a manufacturing micro or small enterprise, and running on job-work does not change that. What matters is that the billing routes through the business account and the financials support the facility.

Most of our looms run on job-work for one trader. Does that block it?

No, but it gets examined. Working for one principal is common in this trade, so the file has to show the strength of that relationship — how long it has run, the billing history, the payment record — rather than leave it unexplained.

Our sales are seasonal and the account looks thin off-season. Does that kill the file?

No. A file presented with the seasonal cycle shown — the order book, season-wise billing, the collection pattern — reads very differently from one read off flat monthly averages.

A lot of our sales are in cash. Is that a problem?

Yes, and it is worth saying plainly: sales that never route through the business account are the commonest reason a working textile unit reads weak. The fix is routing the turnover through the account from now on — it is conduct, not paperwork.

Can CGTMSE fund new looms or stitching machines?

Yes. A term loan for plant and machinery is one of the usual structures, and the guarantee rides on the facility the bank sanctions.

What does the guarantee cost?

An Annual Guarantee Fee of 0.37% to 1.20% per annum by credit slab, excluding GST, charged on the guaranteed amount in the first year and on the outstanding thereafter, under Circular 251/2024-25, effective 01-Apr-2025.
