CGTMSE Loan for Warehousing & Logistics Operators in Bhiwandi

Micro and small enterprises in warehousing, 3PL and logistics across Bhiwandi can raise up to ₹10 crore of collateral-free credit under CGTMSE. The scheme covers service enterprises under the MSMED Act, and the ceiling took effect on 01-Apr-2025 under Circular 250/2024-25 . The guarantee removes the property requirement, not the appraisal — the bank still reads the file.

What Credit Does a Warehousing or Logistics Operator Actually Need?

A warehousing business runs on equipment, space and a billing cycle — and each of the three carries its own credit requirement.

01

Handling Equipment and Fit-out

Forklifts and pallet trucks, racking systems, dock levellers, weighbridges, conveyors and fire-safety installations. These are the assets a godown earns with, and a term loan matched to their working life is the right structure — not the working capital limit stretched to buy them.

02

Working Capital for the Billing Gap

Corporate clients are billed monthly for storage and handling and pay 60 to 90 days later. Rent on the shed, wages, power and fuel do not wait for that.

A cash credit or working capital limit sized to the billing and collection cycle is what carries the operation between invoice and realisation.

03

Fit-out Capex on Leased Premises

Flooring, racking a new shed, dock and loading-bay work, fire systems for a larger client's audit requirements.

It is investment in premises the operator does not own — which is exactly why it rarely fits a property-backed structure and why a guaranteed term facility does.

Why Your Customers' Goods Are Not Your Stock

This is the structural problem at the centre of every warehousing credit file, and almost nobody writes about it.

A godown can be full to the roof and the operator's stock statement still shows close to nothing — because the goods belong to the clients. What the business itself owns is consumables, packing material and spares.

A working capital limit computed the conventional way, off stock and book debts, therefore returns a fraction of what the operation genuinely needs: the largest visible asset on the premises is not on the borrower's books at all.

Credit Assessment Insight

How Banks Should Read the File

The answer is not to argue about the stock. It is to build the limit off what the business actually owns — the receivable book and the contracted revenue behind it.

Storage and handling agreements, billing history and collection records, presented properly, carry the assessment the inventory never could.

The same logic runs through the file end to end — the strength of a 3PL operation lives in its contracts and collections, and the file has to be constructed so that is what gets read.

✓

Nothing about this is a flaw in the business. It is a mismatch between how a warehousing operation works and how a conventional file is assembled — and it is fixed in the presentation, not by borrowing less.

Leased Godowns and the Collateral Problem

The second structural fact of the sector: most operators run from leased premises. The shed is rented, the racking is owned, and there is no property on the balance sheet to mortgage. In a conventional secured-lending conversation that reads as a weakness. It is not — it is the operating model of the industry.

01

Why CGTMSE Fits Leasehold Warehousing Businesses

This is precisely the situation CGTMSE exists for. The guarantee stands where the mortgage would have stood, so a leasehold operator is assessed on the business — contracts, collections and banking conduct — rather than being disqualified because there is no property to mortgage.

Where an operator does hold some security, the scheme's Hybrid route can still cover the unsecured portion of the facility within the same overall ceiling.

Does Your Business Still Count as an MSE?

CGTMSE covers micro and small enterprises. A medium enterprise is outside the scheme, with no partial cover. Classification is tested on both investment in plant and machinery and annual turnover under the revised classification notified through S.O. 1364(E), and a unit has to stay within the small-enterprise limits on both.

02

Client Goods Do Not Affect Classification

One point matters specifically here: the goods in your godown play no part in this test. They belong to your customers.

What counts is your own turnover — the storage and handling fees you bill — and your own investment in equipment and fit-out.

A warehouse handling a very large value of client inventory can still be, and often is, a small enterprise in its own right.

How Much, and What Does It Cost?

The ceiling is ₹10 crore per eligible borrower, effective from 01-Apr-2025. Standard guarantee cover is 75% of the facility, with higher cover available for certain notified categories.

Two points are worth stating plainly. The guarantee protects the lending bank, not the borrower: the unit repays the facility in full, and the cover stands behind the bank only in default. ₹10 crore is a ceiling, not an entitlement. The sanctioned amount follows turnover, financials and banking conduct as the bank assesses them.

03

Annual Guarantee Fee

0.37% – 1.20% p.a.

The borrower pays an Annual Guarantee Fee ranging from 0.37% to 1.20% per annum by credit slab, excluding GST, charged on the guaranteed amount in the first year and on the outstanding thereafter, under Circular 251/2024-25, effective 01-Apr-2025.

What Does a Bank Look at in a Logistics File?

Five things carry most of the weight in how the file reads:

  • Turnover Routed Through the Business Account
Storage and handling invoices appearing as credits in the primary account. Revenue that never routes through the bank is the commonest reason a working operation reads weak.
  • GST and Income Tax Filings Reconciling
Returns and financials telling one story, with margins consistent across both.
  • The Contract Book
Client agreements, their tenure and renewal history — the logistics equivalent of a manufacturer's order book and the strongest evidence a 3PL file can carry.
  • Receivables Matched to the Billing Cycle
An ageing profile that lines up with agreed credit terms, supported by a consistent collection record.
  • Operations Lawfully Run
The establishment's statutory position should be current and compliant.

Regulatory Position for Warehousing Operations

A warehouse's statutory position looks different from a factory's. A standalone godown is not a factory unless a manufacturing process is carried on at the premises.

As a commercial establishment it is generally examined under the Maharashtra Shops and Establishments framework.

Fire clearance for storage is provided through the Fire NOC for Commercial Storage issued by the local fire authority.

Consent from the Maharashtra Pollution Control Board depends on the activity. Ordinary dry storage is not automatically a consentable activity, cold storage falls in the Green category, while storage of scheduled hazardous chemicals is classified as a Red-category activity.

A warehouse issuing negotiable warehouse receipts holds a Certificate of Registration from the Warehousing Development and Regulatory Authority (WDRA) under the Warehousing (Development and Regulation) Act, 2007. A godown that does not issue warehouse receipts does not require WDRA registration.

BHIWANDI · THANE DISTRICT

Bhiwandi: What's Specific

Bhiwandi sits in Thane district, and its warehousing and 3PL belt has grown up alongside two MIDC estates — the Kalyan-Bhiwandi Industrial Area and the Addl. Kalyan-Bhiwandi Industrial Area — while much of the wider warehouse market operates outside those estate boundaries.

For a credit file the distinction matters only in the paperwork: what the premises are, whose name the lease runs in, and what the establishment's registrations say need to line up, whether the shed sits inside an MIDC estate or on private land outside one.

Local Industry Context

The town's older industrial base is power-loom textiles, and many businesses here straddle both worlds.

For garment and textile units, the credit questions run differently. See Collateral-Free CGTMSE for Garment and Textile Units in Bhiwandi .

How Credit Core Finance Works the File

We sit between your tax consultant and the bank's credit desk. Your consultant closes the books; the credit desk assesses the risk.

The work in between — reading the file the way the bank will, and building the limit off receivables where the stock statement was never going to carry it — is where a warehousing proposal is usually won or lost.

01

How We Work

Files are placed across a panel of more than 90+ lenders spanning Nationalized, Private and MNC banking channels, matched to where the policy actually fits a service-enterprise profile.

Where an operator is already carrying costly equipment loans from several lenders, the better answer is often consolidation rather than one more facility.

Frequently Asked Questions

Can a 3PL or warehousing operator get a CGTMSE loan?

Yes. CGTMSE covers micro and small enterprises in service activities under the MSMED Act. Road transport is expressly named in the scheme's guidance, and warehousing and logistics fall within the service category. The bank still appraises the file.

We store our customers' goods, not our own. Does that leave us with nothing to borrow against?

No. The limit is built off receivables and the contracted revenue stream rather than off an inventory statement that was never going to show much.

Our godown is leased. Does that block a loan?

No. A CGTMSE-covered facility needs no property mortgage, which is exactly why leasehold operators use it.

Can CGTMSE fund forklifts, racking or handling equipment?

Yes. A term loan for equipment is one of the usual financing structures, and the guarantee rides on the facility the bank sanctions.

Corporate clients pay at 60 to 90 days. Can this fund that gap?

Yes. A working capital or cash credit limit sized to the billing and collection cycle is the right structure.

What does the guarantee cost?

An Annual Guarantee Fee ranging from 0.37% to 1.20% per annum by credit slab, excluding GST, charged on the guaranteed amount in the first year and on the outstanding thereafter, under Circular 251/2024-25, effective 01-Apr-2025.
