CGTMSE Loan Documents - The Complete File, Stage by Stage
A credit file is built on four pillars — identity, income, banking track, and business status through Udyam. And here is the part almost nobody tells you: CGTMSE itself publishes no document checklist. The list is the bank's, built by its own appraisal policy — and files rarely fail for a missing paper. They fail when valid documents disagree with each other.
Opening the file
Credit appraisal begins once identity and past performance are anchored.
Before sanction
This stage proves current trading health and confirms the exact credit requirement.
Before money moves
Sanction in hand, the legal layer begins.
After disbursement
A sanction is maintained, not just won.
The checks that quietly break files
Credit assessors cross-examine independent registers, which is why applications get rejected even when the balance sheet looks healthy. The exact legal name must match, character for character, across PAN, Udyam, GST and the deed or incorporation papers.
An errant space or a missing trade suffix can stop a file cold. GST turnover and ITR turnover must tell the same story. Timing differences exist in every business but a large, unexplained gap between the two halts credit grading until it is reconciled. Every operative bank account goes in upfront.
A curated main account with an irregular account kept back does not stay hidden the bureau report and the credits visible in the disclosed accounts give it away, and the file loses credibility. And every statement must be what its label says : audited years marked audited, provisional estimates marked provisional, each signed by the person responsible for it.
Documents by entity type
Constitutional documents prove borrowing power and fix the authorised signatories.
| Entity type | Constitutional documents |
|---|---|
| Proprietorship | Proprietor identity and address KYC, proof of business premises, business registrations. |
| Partnership | Registered or notarised partnership deed, entity PAN, authorisation letter signed by all partners. |
| LLP | LLP agreement, certificate of incorporation, entity PAN, designated-partner resolution. |
| Private limited | Certificate of incorporation, MoA and AoA, entity PAN, board resolution for borrowing. |
Frequently Asked Questions
Are audited financials mandatory?
The scheme itself does not mandate audited statements. Audit obligation arises under law by turnover thresholds, and a bank may still ask under its credit policy. Below audit thresholds, ITRs with signed computations and clearly labelled provisional statements carry the file.
Is Udyam registration mandatory?
Yes. Udyam registration is mandatory for guarantee coverage Circular 206/2022-23, applying to guarantee applications lodged on or after 16 January 2023. The registration itself is self-declaration based; what matters is that its details match your other papers.
Do you need statements of every bank account or only the main one?
Every active account of the enterprise and promoter accounts where the bank asks. Credit teams read banking across accounts to map real cash flow and obligations. A hidden account is found anyway, through the bureau report and the credits visible in the accounts you did give, and the file loses credibility.
My GST turnover and ITR turnover differ. Can I still apply?
Yes, provided the gap is supported by a documented reconciliation. Exempt turnover, advances and timing differences between filings create honest gaps. An unreconciled variance stalls the appraisal.
My unit is new no three-year history exists. What replaces it?
New micro and small enterprises are eligible the scheme document covers new and existing units alike. The appraisal shifts to a detailed project report, promoter profiles, supplier quotations and projections. Projected numbers replace the missing history; they get read harder for it.
Can I submit documents in parts as the bank asks?
Piecemeal submission fragments the analysis each new paper reopens questions the last round had settled. A complete file, submitted once, is read once. That is the whole trick.
