CGTMSE Loan for Engineering Units in TTC and Ambernath
Micro and small engineering units across TTC and the Ambernath belt can raise up to ₹10 crore of collateral-free credit under CGTMSE. The ceiling took effect on 01-Apr-2025 under Circular 250/2024-25 . The guarantee removes the property requirement, not the appraisal — the bank still reads the file.
What Credit Does an Engineering Unit Actually Need?
Machining, fabrication and job-work units need credit shaped to the production cycle rather than to the balance sheet. Three requirements cover most of it.
Machinery and Utility Term Loans
CNC and VMC setups, lathes, press and bending machinery, welding stations, material handling and overhead cranes. Alongside them sit the utilities a shop floor cannot run without — compressors, transformers and standby power.
These are long-life assets, and a term loan matched to asset life is the right structure rather than pressure on the working capital limit. See Machinery and Term Loans in Mumbai .
Working Capital Sized to the Order Cycle
Steel, forgings or castings go in, run through several machining passes, wait for inspection and clearance, then get delivered — and payment arrives well after that.
Power, tooling, consumables and skilled wages all fund themselves out of that gap. A cash credit or working capital limit sized to the real cycle keeps the shop running between order and collection.
Capacity Capex
Moving from low-volume jobbing to batch work rarely needs a new plant. It needs shop-floor reconfiguration, a shed extension, better testing equipment or an extra utility line.
Structured as a term facility, it stops growth from eating the working capital line.
Why Engineering Job-Work Files Read Weak at the Credit Desk
A sound engineering unit can present badly on paper for reasons that have nothing to do with the business. Four of them recur.
Job-Work Turnover Differs from Own-Product Manufacturing
Job-work turnover has a different shape from own-product turnover. An own-product manufacturer buys material, converts it and bills for material plus conversion. A job-work unit converts the buyer's material and bills only for machine hours, labour and consumables.
Two units of identical operational scale therefore show very different top lines. Read as though they were the same kind of revenue, the job-work unit looks smaller than it is, and its capacity to service debt reads lower than it is.
Work in Progress Doesn't Always Appear in Stock
Work in progress on customer material sits outside the stock statement. Machine hours, power, tooling wear and labour go into components held on the floor, but customer-owned material is not the unit's inventory.
Drawing power computed off the stock statement alone lands below what the production cycle actually ties up.
Buyer Concentration is Normal
Buyer concentration is structural in this sector. Units align capacity, fixtures and quality systems to one OEM or tier-one buyer because that is how sub-contracting works.
An order book dominated by one name is often a sign of integration into a supply chain rather than risk. The relationship, order history and payment record should be presented clearly.
Long Collection Cycles
Collection runs longer than production. Inspection, approval and settlement cycles sit after delivery, and subcontracting chains add additional stages.
Without job cards and delivery milestones, long receivable days can appear as weak collections rather than normal industry practice.
None of these are fixed by borrowing differently. They are fixed by presenting the file so the production cycle is visible before anyone forms a view of it.
Does Your Unit Still Count as an MSE?
CGTMSE covers micro and small enterprises. A medium enterprise is outside the scheme, with no partial cover and no transition relief.
Classification is tested on both investment in plant and machinery and annual turnover under the revised MSE classification. Crossing either limit moves the business into the medium category.
Engineering businesses have a genuine advantage. Unlike capital-intensive process plants, machining and fabrication units often generate higher turnover while keeping investment within small-enterprise limits, allowing many growing businesses to remain eligible for CGTMSE.
How Much, and What Does It Cost?
The ceiling is ₹10 crore per eligible borrower, effective 01-Apr-2025. Standard guarantee cover is 75% of the facility, with higher cover for certain notified categories — the full band table sits on our CGTMSE scheme rules, cover bands and fees guide .
Two points are worth stating plainly. The guarantee protects the lending bank, not the borrower: the unit repays the facility in full, and the cover stands behind the bank only in default. And ₹10 crore is a ceiling, not an entitlement — the sanctioned amount follows turnover, financials and banking conduct as the bank assesses them.
The borrower pays an Annual Guarantee Fee of 0.37% to 1.20% per annum by credit slab, excluding GST, charged on the guaranteed amount in the first year and on the outstanding thereafter, per Circular 251/2024-25, effective 01-Apr-2025. View CGTMSE circular
What Does a Bank Look at in an Engineering File?
Five things carry most of the weight in how the file reads:
Turnover routed through the business account. Declared sales appearing as credits in the primary account. Sales that never route through the bank are the commonest reason a working unit reads weak.
GST and income tax filings reconciling. Returns and financials telling one story, with margins and expenses consistent across both.
The order book. Purchase orders, rate contracts and the history behind the main buyer relationships — the context that turns concentration from a question mark into a track record.
Stock and work in progress. Valuation and holding periods that match the real production cycle, with the job-work position explained rather than left to be inferred.
Operations lawfully licensed. The unit's statutory position in order and current.
On that last point, the instruments an engineering unit operates under include the factory licence from the Directorate of Industrial Safety and Health and, where the process requires it, consent from the Maharashtra Pollution Control Board. A unit running a boiler holds a boiler registration certificate under the Boilers Act, 2025, which took effect on 01-May-2025 and is administered in this state by the Directorate of Steam Boilers. Pressure vessels and lifting tackle are examined periodically by a competent person recognised by the Director, Industrial Safety and Health.
TTC and Ambernath: What Differs
TTC MIDC, Navi Mumbai
TTC MIDC, Navi Mumbai — Thane district. A diversified estate where engineering and electronics sit alongside chemical and pharmaceutical units.
Engineering work here leans toward machining and component supply into the surrounding industrial base, which shows up in the file as shorter job cycles and a receivable book spread across repeat buyers.
Ambernath Belt
Ambernath, with Badlapur and Dombivli — Thane district. MIDC estates with documented engineering activity alongside other industry.
Fabrication and heavier assembly are more common here, and the credit consequence is a longer cycle: more material held, more time between order and delivery, and a working capital requirement that has to be sized to that rather than to a machining-shop cycle.

How Credit Core Finance Works the File
We sit between your tax consultant and the bank's credit desk. Your consultant closes the books; the credit desk assesses the risk. The work in between — reading the file the way the bank will, and fixing what reads badly before it goes in — is where a job-work proposal is usually won or lost.
Files are placed across a panel of more than 90 lenders spanning Nationalized, private and MNC channels, matched to where the policy actually fits an engineering profile. Where a unit is already carrying costly machinery loans from several lenders, the better answer is often consolidation rather than one more facility — see loan takeover and balance transfer in Mumbai .
To start, four documents are enough: 12 months' GST returns, the latest profit and loss account and balance sheet, 12 months' bank statements for the operating accounts, and existing sanction letters if any facilities are running. There is no upfront or advance fee to start work. Our engagement terms are set out in full on how we engage .
File Assessment
We read the engineering business from the perspective of the bank's credit desk and identify weaknesses before filing.
Lender Matching
The proposal is matched with lenders whose credit policy actually fits the unit, its turnover and facility requirement.
Facility Structuring
Working capital, machinery finance or consolidation is structured around the actual requirement of the business.
Banks advertise.
Brokers claim.
CCF grades.
Frequently Asked Questions
Can a job-work engineering unit get a CGTMSE loan?
Yes. Job-work units qualify like any other micro or small enterprise. What matters is that turnover routes through the business account and the financials support the proposed facility.
Most of our orders come from one OEM. Does that block it?
No. Buyer concentration is common in engineering. The proposal should demonstrate order history, payment record and buyer relationship.
Can CGTMSE fund a machine purchase?
Yes. A machinery term loan is one of the common financing structures covered under CGTMSE.
We work from a rented shed or gala. Does that matter?
No. A CGTMSE-covered facility generally does not require a property mortgage.
Our OEM pays after 90 days. Can this fund that gap?
Yes. A properly structured working capital or cash credit limit can support longer receivable cycles.
What does the guarantee cost?
The Annual Guarantee Fee ranges from 0.37% to 1.20% per annum (excluding GST), depending on the applicable credit slab.
