Scrap traders and recycling units in the Kudalwadi–Chikhali belt of Pimpri-Chinchwad can raise collateral-free credit of up to ₹10 crore under CGTMSE. The ₹10 crore ceiling took effect on 01-Apr-2025 under Circular 250/2024-25, and wholesale trade qualifies on the same terms as manufacturing. The guarantee covers the bank; the bank still appraises every file.

Is the CGTMSE limit ₹5 crore or ₹10 crore in 2026?

₹10 crore. CGTMSE raised the guarantee ceiling from ₹5 crore to ₹10 crore with effect from 01-Apr-2025 through Circular 250/2024-25 (cgtmse.in). A large share of pages online still quote the retired ₹5 crore figure. Two qualifiers matter as much as the headline number: the scheme covers micro and small enterprises only, and ₹10 crore is a ceiling, not an entitlement. Your eligible amount comes out of turnover, the working-capital cycle and the bank's own appraisal. The full ceiling applies at scheduled commercial banks and select institutions; small finance banks and regional rural banks carry lower limits.

The Annual Guarantee Fee runs 0.37% to 1.20% a year by slab (Circular 251/2024-25, effective 01-Apr-2025): on ₹1 crore guaranteed at 1.20%, the first-year fee is ₹1.20 lakh, charged on the guaranteed amount in year one and on the outstanding balance thereafter.

Classification note: per S.O. 1364(E), effective 01-Apr-2025, a micro enterprise is one with investment up to ₹2.5 crore and turnover up to ₹10 crore, and a small enterprise up to ₹25 crore and ₹100 crore. The earlier micro–small threshold pair stands retired. Medium enterprises sit outside CGTMSE. Separately, RBI directions make MSE loans up to ₹20 lakh collateral-free as a regulatory mandate (Para 4.1(a), effective 01-Apr-2026); CGTMSE is the guarantee cover that lets a bank go far beyond that line.

Can a scrap trader get a CGTMSE loan?

Yes. Retail and wholesale trade are eligible under CGTMSE on the same terms as manufacturing and services. That covers the bulk of what the Kudalwadi belt does: ferrous and non-ferrous scrap, plastic and paper waste, e-waste, used machinery and dismantled parts. A trading unit with Udyam registration, GST returns that reconcile with its income-tax filings, and turnover routed through its current account can be structured for a CGTMSE-covered cash credit limit.

Processing units file as manufacturing. Granulation, shredding, baling, wire recovery and dismantling lines holding consent to operate can add a term-loan leg for plant and machinery alongside cash credit for stock and receivables, under one guarantee-covered composite. In appraisal terms the recycler is usually the stronger case, because machinery, environmental consents and a factory address anchor the file.

One definition worth stating plainly: collateral-free under CGTMSE means no property security and no unrelated third-party guarantee. Promoter, partner and qualifying co-borrower guarantees are still taken in the normal course (Circular 258/2025-26, dated 10-Feb-2026).

What changed on the ground in Kudalwadi, and what it means for your loan file

In February 2025 the Pimpri-Chinchwad Municipal Corporation ran a large clearance action against unauthorized structures across Kudalwadi, Chikhali and Jadhavwadi, citing fire-safety violations and pollution of the Indrayani river after repeated godown fires. Media reports attribute the completed drive, run between 08-Feb and 17-Feb-2025, to 4,111 structures across 827 acres (PCMC-attributed figures via press reporting; treat as estimates). The Bombay High Court declined to protect the unauthorized structures. An industry demand to have the belt designated an industrial zone was reported in December 2025, and no rehabilitation site or scrap zone stands notified as of July 2026; removals of re-erected unauthorized structures continued through May and June 2026. Registered units keep trading from authorized premises in the belt and from nearby industrial pockets.

The credit consequence is simple. Banks physically verify business premises before sanction. A unit operating from an unauthorized structure cannot clear that verification, whatever its turnover. A unit on registered premises — an owned gala, a registered rent agreement, an MIDC or private industrial shed — can build a bankable file. If you have relocated, update the new address on Udyam, GST and the current account before the bank file is logged; a mismatch across the three is itself a rejection line.

Why scrap-sector loan files get rejected

  • Sales not routed through the bank account. Cash collections that never reach the current account leave the bank nothing to assess. Route sales through banking for six to twelve months before filing; the statement is the case.
  • A thin purchase trail. Stock bought from unregistered aggregators without invoices breaks the GST–ITR reconciliation, and a double-digit gap between GST turnover and ITR turnover is a standing decline trigger. Documented procurement fixes this over two to three quarters.
  • Cheque or mandate returns in the trailing twelve months. Clean conduct matters more in this sector than in most, because the lender has fewer other comforts.
  • Premises and address inconsistency, covered above.

One structural fact, stated without naming anyone: most non-bank unsecured business-loan programs do not fund the scrap and secondary-metals trade at all. The realistic route is the nationalized banking channel, where the file must arrive at credit-manager standard the first time. That is the desk this page is written for.

How much can your unit actually get?

Assessed, not promised. On a working-capital file the bank works off audited and provisional turnover, the stock-and-receivables cycle and the share of turnover visible in the account. Composite files add machinery cost against promoter margin. ₹10 crore is the outer wall of the guarantee; the sanction is sized by your numbers, not by the ceiling.
