What Changed?

Prior to 1 December 2022, trading businesses operated under a different treatment that limited guarantee coverage to ₹1 crore with only 50% guarantee support.

Circular 210/2022-23 removed this difference. Retail and wholesale traders now receive the same guarantee ceiling, guarantee percentage and AGF structure as eligible manufacturing and service enterprises.

The current CGTMSE exclusion clause does not exclude retail or wholesale trade. Every proposal is still subject to the lender's normal commercial appraisal and credit assessment.

CGTMSE itself does not lend money. Member lending institutions first sanction the facility and subsequently apply for guarantee cover with the Trust.

Who Qualifies for Trade-Sector Cover?

To obtain CGTMSE cover, the trading enterprise must qualify as a Micro or Small Enterprise under the MSME framework.

Retail and wholesale businesses can obtain Udyam Registration under the Ministry of MSME Office Memorandum dated 2 July 2021 using NIC Codes 45, 46 and 47.

Overlapping Guarantee

The same credit facility cannot simultaneously receive guarantee protection under another Central or State Government guarantee scheme.

Missing Primary Security

Primary security is mandatory under CGTMSE. Assets created through the loan and eligible existing business assets remain charged to the lender. "Collateral-free" simply removes the need for third-party collateral or outside property.

Past Invoked Defaults

Borrowers whose earlier CGTMSE-covered loans were invoked and remain unpaid are generally not eligible for fresh guarantee cover.
